Fixing boot soles

So I recently purchased a pair of NOS surplus boots online. They are NIB, leather feels like it just came out of the factory and very supple... but after a few days fo wear one of the heels is separating between the midsole and the whatever is above that with stitches to the welt.

These boots look and feel very well made, I suspect either the Obenauf's reacted with the cement or that its just age. In any case, I'd be willing to spend a couple of bucks to have a cobbler do it right but would rather use that money to buy the proper supplies for next time.

What would the best adhesive be? Needs to bond the foam rubber midsole to a hard welting material. I currently have VLP which has worked very well on leather-to-foam boot heels before, as well as Shoe Goo which has not. Is the VLP the go to product or does anybody know of a better option?
