Refinish a knife?

Around 1983 or 1984 so I bought a Fairbairn Sykes commando dagger. I was a young man of 15 or 16 years old and wanted a military style knife. The local G.I. Surplus store happened to have a Fairbairn Sykes in stock, so I bought it.

After taking the knife camping a few times I realized it was not suited for camp use.

It was put in a dresser drawer where it has been for close to 30 years.

Now the blade has rust spots on it. I guess the first step is to remove the rust? A grinder with a wire wheel will be ok?

Once the rust is buffed off, what then?
