They are influenced by party, by lobbyists and special interests, campaign donors, fellow Congressional members and leadership, the media, and so on.

Near the bottom of the list is where, if you're lucky, you'll find things like character, principles, and..brace yourself now...their constituents best interests.

Its essentially a pay to play affair that encourages long tenure and compromised or non existent principles to gain power and influence, which in turn yields reliably wasteful, short-sighted and counter productive policies from both parties that they can then campaign on having the solution for in subsequent elections.
