It's not going to make a big difference on either of those two aspects, but it's still something when you had nothing.
I don't know if a switch in the amount of head pressure is worth investigating. Raising the incoming water higher to go into the top requires more pull pressure, but send it in lower will require some extra push pressure to raise the column in the main tank. Basically I know this causes 2 distinct different pump problems, but I haven't looked up the formulas and done the math. I'm just saying it is worth looking into.
One thing I know to be an issue is supporting that raised tank. Especially on a roof system that will be bearing a snow load at certain times of the year. You are looking at a hell of a lot of weight there. Please be safe and overbuild as much as possible.
Probably a dumb question about water storage.
