I am a home-based FFL in Las Cruces. I can not always be at home when a firearm is delivered, so I look for the delivery notice then drive to the post office for the package. On several occasions here in Dona Ana County, the 88012 post office relief letter carrier decided not to bother coming to my house, he just left a notice in the community mailbox. I complained to the supervisor but was unofficially told there isn't a damned thing that can be done to a lying, deceitful, lazy carrier. So, the supervisor offered an alternative. They arbitrarily hold all signature packages at the Commerce Station for me. This works out better, but I think the carrier ought to be summarily fired for malfeasance.
