Its SHTF and I'm stealing water from someone as I make my way out of a dying city. I don't think I will worry about damaging the valve.

That being said, if its the type with recessed valve stem your not going to be able to open it with a multitool anyway...and in my experience, that is most of them. I turns out the people who design basic tamperproof mechanisms take "man with a pair of pliers" into account when they write up their threat matrix.
