Using a smart phone as tablet

My daughter has an ATT go-phone and it is also a smart phone. We are making cuts in our budget and her cell phone is one of those cuts. She is telling me that she can use a texting app whenever she has a wifi connection even if we dont pay for cell service. Is this true?
