For me both ways have their drawbacks, but in general, I have found storing "wet" and starting the engine at least just 3 time a years seem to work best. And, I have never used non-ethanol fuel.
When I tried storing dry, about 50% of the time the floats stuck in place from varnish and sediment.
Personally, I'm open to suggestions. I hope others here can share some ideas, as small engines are not my strong point.
