Health insurance is not health care , It is what pays the health care providers for their services .
When you buy a house and have a mortgage , it is the mortgage company that mandates you have proper insurance .
When you buy a car it is the loan holder that mandates you have proper insurance .
In both of these cases it is the large number of policy holders who do not use the insurance , that keep the cost down .
To protect the driving public the government will not let you register / tag your vehicle with out proof of insurance .
If a person who is not mandated to get insurance , and chooses not to , they suffer the consequences . So most people , even when not mandated , still get insurance to protect their assets .

Our town /city services are paid for by property taxes . The more your house /property is worth , the more tax you pay . Non property owners do not pay the tax directly but do pay thru their rent as the landlord pays property tax . Again it works because almost every one pays , one way or another .
School tax works the same way , it does not matter if you have children in school or not , almost every one pays . In all cases it is the large number of payers , that help keep the cost down .

As long as society does not have the stomach to let those who can't afford health insurance to go with out medical services ,there must be a way to include them in the insurance plan .
A graduated payroll deduction on all wage earners - same as the property tax - would generate enough money to cover all . The same percentage tax on Welfare payments , disability payments , unemployment payments ,pension payments and unlike social security a tax on all income , would insure that most paid into the fund .
What we have now is not working .
