In disaster-situations the authorities are often extremely busy to coordinate help from neighboring regions and countries, distribute food, and organise healthcare and security. Then they have probably no capacity and motivation to search civilian houses for food.
In the past, enemy armed forces have often looted the regions that they invaded, in war or civil war. But that would be quite a different situation. Then you could hide your food supply. If a violent war would break out, it might sometimes be wise to flee the unstable region.
