a) 'Iron on' velcro, lining your pocket 'mouth' as closure.. There are varying 'strengths' of the iron-on glue, and some of it (ie: for patches, etc..) is pretty-well permanent.. And, I'd bet a hella-lot cheaper / easier to implement than a zipper.. Plus - when - the zipper snags (ring on yer finger, etc) / breaks, well.. there goes yer protection.. Velcro is likely to be more forgiving..
b) Why not use 'cargo pockets' (for casual) You can get them (even Sewn-on to existing jeans / pants, etc..) with buttons, or snaps, even zippers, and will be more practical to store 'critical' stuff (like wallet, etc) than upper-pockets with - any - closure.. I've even made 'pockets within pockets' - Take an old, wrecked (crotch-torn, etc) pair of cargos, and Cut the cargo-pockets off.. Then, 'mount' (with the above-mentioned 'iron on glue', for patches, etc..) or sew, that cut-out pocket - inside - your active-pair's cargo pocket, so you've got a 'double layer' of secure storage.. And, very unlikely some DB is gonna 'slip' that!
c) For a suit, you - might - be able to find some velcro that would be 'low profile' enough, but, you could also look at some 'lightweight snaps'.... That's something, with a snap-installer tool, you could 'DIY', and save even more.. That should certainly prevent most / all 'slip outs', and will certainly, at least, 'slow down' a pickpocket / alert you, etc..
..I'm sure there are other ideas, but.. Fwiw..
