Where Did All the Manpower Come From? - Burns Oregon

I happened to own some land in Josephine County Oregon. Included in this county is the city of Grants Pass.

Grants Pass:

Land management issues, income from sales of timber, has changed and the county can no longer afford to staff the Sheriffs office.

The Patrol Division is currently budgeted for 1 Deputy and 1 Sergeant who patrol rural Josephine County 8 hours a day, 5 days a week. This Sergeant is also responsible for supervision of all Patrol Contract positions.

Due to budget and staffing cute, deputies are currently ONLY RESPONDING TO IN PROGRESS, LIFE THREATENING EMERGENCIES.

The 262-bed Jail was built in 2000 and currently is able to house a maximum of 30 Contract Inmates and 100 Local Inmates.
Harney Counties web page is quite a bit lacking in details.

According to the website of the Harney County Sheriff's Office, the sheriff has a staff of six law enforcement officers.[7][not in citation given] Burns has a separate police department but, as of 2008, did not employ enough officers to provide "24-hour" coverage.[8]
Josephine county has a population of 83,306 (2013).
Harney county has a poplulation of 7,146 (2013).

From PERSONAL EXPERIENCE, I know that (not many years back) the OREGON STATE PATROL, only had 2 active duty Troopers along the ENTIRE length of I-5 across the state during normal hours.

Exactly what agency provided all that manpower and equipment to Oregon and made out the PAYCHECKS for those employed?

Presume it is the FBI, how many agents does the FBI have on hand to dispatch to these types of events? Imagine being hired by the FBI to train in tactics every normal banking day only to await being "deployed".

What if the officials in place were being paid by the DHS? Would that matter?

I just do not think that any official in Oregon had any chance to change the outcome.
