When things first go bad I would not be trading with anyone. Perhaps after things start to settle down, but when it first goes bad trying to trade will get you killed for your supplies.
When things get to the point the problem groups have been dealt with, to an extent then tools, garden seeds, blankets, might be worth trading. It all depends on what one has and needs.
