On the Fed form 4473, once you check yes to any other the questions after the first one its an automatic fail that doesn't even need to be called in to the NCIC. Now most stores will ask you to clarify, "Sir, you checked yes to the question "Are you a fugitive from Justice". Is this correct?" and then the person says "oh I didn't read the question. Like wise many people grab the 4473 and say, "ok I check all these no right?" Ah, no that's not quite how this works. Please read the question and check the answer yes or no in the box provided.

Now when all the info is correctly filled out, and the clerk wants to proceed to the NCIC check(I've denied sales on a number of things, people being under the influence, ect) I call NCIC and relay all the info. At no time does the NCIC check do they ask me what you checked off for the questions(unless you are not a US citizen, then question 12 comes into play).

If you've failed at Cabelas, I would bet you could go to Kittery Trading, fill out the paperwork correctly, and pass.

Having said all that, if you fail, the NCIC doesn't tell the clerk any reason why you failed. None whatsoever. Even if you beg. Are you sure someone didn't steal your ID and commit some fraud? I've seen that happen. Did you fill out your SSN on the form? I've seen that clear up some things.

There is an appeals process that you can go through. It is straightforward and easy, as long as you follow the directions. Don't call your brother in law's best friends cousin who used to be a cop, don't call the mayor of your town, don't call the govornor. Follow the directions process to appeal your denial.
