penetrating body armor?

so, with body armor becoming so popular, potential assailants could likely be equipped with it and trauma plates in level 3 and 4 basically able to stop just about anything you can shoot at them.. what is about the minimum weapon needed to penetrate the level III or IV? im not talking large magnum calibers, but smaller ones, cheaper ones you that would fit a broader range of common actions?

i seen 22-250 is capable of punching through level III and almost through level IV, 220 swift will launch those same bullets at higher speeds and is a perfect fit for any 308 length action but unfortunately its semi rimmed and more tapered.. i wonder how much penetration through hard armor youd get from SS109 pulls loaded into the 220?

anyone ever put any thought into this?
