Seattle isn't just dealing with homeless people from the state of Washington. Homeless people from all over the US have flocked to Seattle to set up camp here.

Transients aren't too much different from Syrian refugees. Syrian refugees could go to Islamic states such as Egypt, Libya, Algeria, and Morocco. But these states require them to register, have a job, show they are working, and if they don't, these states kick them out. There are no hand-outs. Why go to an Islamic state when you can go to Germany, get housing for free, food for free, medical care for free, and live off the European Liberal Utopia?

It's the same with US transients. Note the states with the biggest populations? These are states with Liberal governors and mayors, who spend tens of thousands of dollars on programs designed to essentially enable and support homeless populations. Why would they choose to go to Lake Tahoe, which doesn't offer all the hand-outs and discourages homeless people from hanging around, when they can go to Seattle instead and live off the Progressive Liberal Utopia?

Liberals create their own social catastrophes. By enabling these populations to live off public support, you encourage and enable their growth and expansion. Seattle is a perfect example.
