Landlords-Why no insulation?

Hi All,

In previous conversations (sorry, can't remember which ones exactly), a few of you mentioned you have rentals. Please no commentaries about how I should suck it up in since I rent and don't own. I'm earnestly asking this question to be educated on landlord responsibilities.

Summary of my situation: after much battling and negotiation, my apt has finally agreed to replace the 33 year old unit for my apartment. I live on the second floor, and there is a very thin layer of insulation according to the maintenance guy. As a result I have been paying over $200 in electric bills.

According to the city inspector's office, the insulation may be up to 1983 code, but not 2016. As a result, they are not required by city code to update the insulation. So far they have essentially refused to add insulation - they will send the regional manager to look at the insulation and evaluate. I'm betting he will say "it's fine."

I'm pleading ignorance - is it simply because they have no vested interest since the tenant pays the electricity? Is it that they don't give a **** I'm a paying tenant who takes care of my apartment because they know I'm replaceable without a problem? Isn't adding insulation relatively easy? Is there any other reason I'm not aware of? Any reason why they couldn't add insulation as the result of shoddy building practices?
