What should I monitor in an emergency and how?

My knowledge on the subject is limited, but from what I understand there is shortwave, SSB, UHF/VHF, weather, AM/FM, CB and probably more that I'm leaving out. After AM/FM, which of these are going to be the most important for picking up news and information in an emergency? There are a lot of options, so narrowing that down would help.

There does not seem to be a lot of portable devices that pick them all up in an affordable price range.

What two should I buy that would cover me the best? Please feel free to include others in the $150 and less price range. I will add that I live in Northern Utah, so the mountains could play a roll with SW.
