What to do about weather?

Where I am (eastern Midwest), the weather is schizophrenic, I think. 3 days ago, it was 70+ degrees, and it's snowing right now.

I'm planning on starting my own garden plot this year. When should I start preparing the plants and the area, since the weather is being so unpredictable?
