Punt returner kicks punter in the face. Just football or over the line?

Antonio Brown (Steelers) supposedly attempts to high hurdle the Cleveland punter but instead plants his foot right on his face.



It looks to me like he cocks his leg and puts extra english on the kick, not just incidental contact.

(let's leave the whole Browns v Steelers rivalry aside for the moment)
