ruger magazines not pushing up 22lr enough

I bought 2 ruger 22 semi auto pistols dont have the model off hand but the magazines that came with the guns and extra magazines I bought do not push the next shell up enough to go into the chamber
I dont know that it happens because they are new and have to be broke in that the bottom base is sticking
or that I am shooting up some old ammo and it feels like there is a coating on the bullets i'd say like a lacquer finish or something sticky or tacky
does not always happen on the same round in the mag and when I clear the jam the rest will work fine

just wondering any thoughts out there
