The fact that these mass killers appear to be using diversion devices (not to mention body armor) like smoke grenades, and other chemical agents like tear gas, etc. more often is really going to be a problem. They already have the most advantageous element on their side; surprise, but adding in these other chemical agents and the victims in these events are at a SERIOUS disadvantage. Armed or unarmed.

I see no good solution other than layered security protocols, but how realistic is that?
