Yes, he's a U.S. citizen for sure. And for the record, probably would have been even if he were born in Kenya or Indonesia, due to his mother's citizen status (though there are some requirements about number of years spent outside the U.S. that could possibly have been an issue in that case ... moot since he was born in Hawaii).

Kenyan law says that if either parent was a Kenyan citizen at the time of your birth, you are also a Kenyan citizen.

I wasn't aware that Kenya was newer than 1961, but I imagine they grandfathered in people born before Kenyan statehood.
