Prep Level

Has anyone ever discussed prep levels? i know in a roundabout way people have, but i thought it would be helpful if you could say what items are important for this situation, at "X" level.

Lets say there are 10 levels of prep, 10 being self sustaining in worst case scenario, no utilities, no law, etc.. Level 1 might be could survive a day without power. First thing would be to define levels.

The reason i bring this up is everyone always asks what should i have for this, or what should i do in this situation. But, people prep to different levels depending on their current environment, income, local resources, etc.

I think im confusing myself, but hopefully people get the point.
