nov 4 intraoperability test

Nov 4 fema and dod want to do a solar storm scenario that wipes out the communications and grid, they want amateur radio operators to send in status reports for their counties across the country. here is an email that was posted on a ham site about the test:

Thanks for your email. Our focus and direction from the supported Department of Defense HQs is for MARS to serve as the liaison for DOD to reach out to the amateur radio community. We are not tied to only focusing on ARES or RACES...if you have an amateur radio license, you are our target audience. My best recommendation is to monitor the
60 meter interop channels (all USB):

5330.5 (this is where the broadcast will take place Sunday morning 0300Z which is actually 2300 eastern Sat night)
5346.5
5357.0
5371.5
5403.5

Also Sunday at 1600Z will be a second broadcast on 13483.5 USB.

Follow the instructions on the broadcast and submit a reception report for a QSL card.

We will focus our outreach on the 60 meter channels...the broadcast will tell you which channel to use for a give part of the country. Our operators will be asking for county information...basically the status of electricity, water, sewer, transportation, medical...this will all be done via voice...one radio op talking to another radio op.
