I thought this was an emergency? Have you ever been involved in a .gov RFP that is put out for competative bid? Min 3 vendors required to respond, a couple weeks to review the RFP and provide a quote, then the quotes are evaluated (another couple weeks), then after evaluation the .gov asks for a best and final quote from all 3 vendors (another week), then the contract is awarded. You are looking at best case probably a month min.
So how do they want it? Wait a month until a contract is awarded to START to restore power? Then blame Trump it took too long, right?
I have been on both sides of .gov contracting, and this IS how it works BEST CASE.
