I suspect he does not consider Mormons to be true Christians, and he does not trust them.

Not sure that I share the opinion, but certainly the water usage laws in Utah, strongly favor early settlers and landowners. It can be very difficult for new residents (any religion) to Utah to obtain significant water rights for agricultural use.

I considered Utah before I retired. Trouble was, I was not a Mormon, I was not a native Utah resident, and liked drinking beer on Sundays.
