Identify this military uniform?

I’m almost certain that it is some sort of German military uniform but my searches aren’t finding anything similar or with numbers on the collar like this.. Possibly pre-Nazi but post wwI?

I have never heard of him being a police officer but possible.. Before the war?

He fought on the eastern front and survived the war physically but not so much mentally I am told..

Figured guys around here might be knowledgeable in militaria such as this..
