Worst four so far, I expect this ranking could potentially be bumped around in the future as even worse ones come to pass.

1. Woodrow Wilson
2. George W Bush
3. Lyndon Johnson
4. Barrack Obama

I have no doubt if either Hillary Clinton, John McCain, or Mitt Romney had been president that any of them would have easily made, and bumped the ranking of, this list.
