water collection in snow country

My Idaho friend tells me that it's true that nobody mounts gutters. She wanted one over her doorway to keep the little deck from icing up, but had a hard time finding anybody to do it.

Crazy situation. She's had water problems in her basement that gutters would solve, but every construction person she's talked to says "don't do it!".

My thought would be some sort of masonry trough at ground level, maybe.

Does Idaho have any restrictions on collecting rainwater? I know that where she is they fight like Turks over water. The richest lawyers in the county are the water lawyers.

She's at 5000 feet elevation, and it gets awfully cold. At that altitude an above-ground cistern WILL freeze, no two ways about it, unless you actively heat it.
