Trump's White House Ethics Waivers

Trump seems to be doing the same thing Obama did on this. Is it that hard to not hire former lobbyists or are they just too tied into the Washington culture to avoid them? I don't think the Ethics Office should have had to force the WH to release the waivers either...should have voluntarily been made available.
