How would the authorities warn us of a nuclear attack?

I cannot find any good information on this. Apparently most of the old sirens have been taken down. I'm sure it would be all over radio and TV... if you just happen to be watching or listening at the time! In Japan they alerted citizens via text message. Perhaps they'd do the same here. But if they did, we'd have to hope the messages would override silent mode. What if the attack is at night? You'd have to count on the sound of a simple text alert waking you up in time to react.

Does anyone know anything about this? I have a very basic but probably sufficient shelter prepared, but would love to know how to maximise the chances of being able to get to it in time!
