That said Federal Law does not regulate state commerce generally speaking only interstate commerce and that from outside the US to within it.

However the possession thing is a little trickier not unlike marijuana laws. You could still be charged on a federal crime and brought to a federal court even if the same thing isn't a violation of state law.

However, usually a federal felony would be a federal matter even if there was a state crime of the same type.

The issue would be if you took a firearm over state lines that was legal in both states but illegal federally. Due to the possession aspect although it was legal in both states taking it from one state to another would be illegal at the federal level.

I'd be very surprised to see it pass the senate.
