Florida Vote By Mail deemed A-OK by Trump

So Trump deemed Florida's vote by mail system to be safe and secure and encouraged Floridians to use it.

There are various types of vote by mail protocols used by states.

1. All registered voters get mailed ballots
2. Applications for ballots get mailed out to all registered voters
3. Registered voters need to request a vote by mail ballot

Which system is Florida using? I think it's #3 (but not sure) but now that the system has been deemed safe and secure should they roll it out on a national level for those states that don't yet have vote by mail?

If there's a safe and secure mail in system then having to show up in person to vote and needing to take time off work and endure hour long lines (even longer this year as they reduce polling stations) seems incredibly silly.
