Larpers posing as militias

I'm not in a militia, never have been, never plan to be, my service time cured me of that option. So, that being so, beyond the many elements of militias and involvement in them..... why would you (a) form one and not make it functional (b) advertisee that it isnt (c) never train...ever?

I'm curious, not qualified to give real answers based on my own personal knowledge, experience, insights. Thanks for your attention
