Point to Point regional comms? (digital)

Olivia 8/500, Contestia 8/500 for FEC and below noise decoding. MT63/MFSK modes for higher speed lower noise/better conditions. PSK31 seems universal, but on VHF you can really crank the bandwidth given the ease in using a beam and wattage. Same for UHF even more so. 50w and a multi element yagi can get you 50-200 miles pretty easily in ssb.

winmor p2p hf email is great, can call a station and leave a message essentially. Or you can run a store and forward post office yourself with a secondary antenna and radio.

Another option is to send radio grams style messages using the NBEMS stuff. It is possible to prearrange a frequency and have several stations monitoring and send out messages to the group or to an individual. They get it when they get back to the comp, or can use a remote vnc/etc to log in and check from phone/net.

pskmail was a great idea, but because of winlink it just never got past cult status. That and the software has not been very well maintained compared to the more modern and now at least easier to use rmsexpress with built in winmor.

On HF sending images is a pipe dream. We are bandwidth limited and speed limited by the fcc. It is what it is. Even if we were not 0.018 megabytes per minute transfer rate assuming 100% copy LOL and no noise even more LOL is not going to happen. Now on VHF/UHF and microwave there are much less or no restrictions on bandwidth or speeds for data. So depending on how much you want to spend, and how much your other folks in your network want to spend.... You could establish ubiquity level quality microwave connections at 100mbs and beyond.

You are talking about some very expensive and specific hardware and software. If you use this via amateur radio you will not be able to encrypt any of it. Trust me when I say someone will notice a 1-100+MBS network occupying amateur space sooner before later.

NBEMS modes will be your best bet for text based, or setting up your own winlink post office on location. You can use this stuff on VHF/UHF/beyond and get some amazing throughput where you would be able to send images and what not. But this just is not going to be feasible on HF.
