Thinking about a bicycle

I've started riding this cheap chinese made bike for exercise. It's okay for now(though the seat is so uncomfortable it might as well not be there) but I've been thinking about something a little better made.
Now I'm not looking to be the next Lance Steroid Boy Armstrong. Nor will I be wearing a helmet and bike shorts. And I'm not looking to spend a lot.
Any suggestions?
