Article 5 of the constitution allows for a convention of states. Not a constitutional convention. Read it dimwit.

The states can propose amendments to the constitution. But it still requires ratification by a super majority of the states. And yes - it takes congress and any president out of the decision making process.

I suggest you read up on the matter before going dumbass. I can refer you to a few good books for your edification. But why waste my time?
