Senate will only pass healthcare reform if it will fail

This isnt even an analysis or opinion on what they're doing, it's literally from their own statements. They're worried if they pass a skinny repeal of Obamacare, the house will immediately pass it themselves, sending it to Trump's desk to be signed. What they want to happen is for the House to not pass it as is, resulting in a conference committee where they can talk over various plans. McCain, Graham, and Johnson have all stated as much, forcing Ryan to state that the bill will not be passed as a condition of them voting for it.

Basically, they want to be able to each blame the other house for incompetence when talks inevitably result in nothing happening.
