Radio/CB suggestions?

My husband and I are stepping into the comm part of the equation. We've been looking into various types of radios. We need:

1. To communicate with each other (within 2 miles)
2. Monitor our area-weather alerts, traffic, etc.

Looking at all the options, it's boggling. Ham is out of the question, as our HOA does not allow antenna of any type (only dish for tv).

We've been thinking about a CB base & handheld. We do have various AM/FM radios, and I'm familiar with some of the online scanners (but broadcast is limited due to our very rural area). The scanner talk is confusing, I'm not sure if our area is digital or analog.

Suggestions?
