You mean like connecting a grill hose and cutting it? In any case good thing many would-be-terrorists are dumb. Propane tanks can make some pretty awesome explosions if they BLEVE. But just lighting a fire next to them and shooting a hole in them or cracking the valves and lighting doesn't work. You'll get a nice big WOOOSH, but the tank isn't going to blow and fragment.
