180 Swivel Receiver

Walking by an old truck today, I noticed the receiver was different. At first I though it had an extension on it, as it stuck out quite a bit, but not so.

I got down to look at it, the assembly bolted to the frame, but there was a 180 degree steel band, or half an I-beam. The receiver tube was bolted to the back of the assembly and it swiveled on that steel band, like a gantry crane.

Looked like it would swivel from corner to corner of the truck.

Anyone seen such a thing or know about it and can educate me? I am not sure it would be the strongest setup, but it looked cool.
