First I would have a diverter valve to allow the rain to wash off the roof before sending it to the collection tank. From the collection tank you can filter the water into the storage tank. One tank higher than the other can eliminate a pump

Are you looking for drinking/cooking water, or perhaps less safe washing water. Chemical treatment such as chlorine or UV light are options.

A water filter is not a good place to go cheap. Words I like to see on my water filter are - silver impregnated ceramic with activated charcoal.
