A Civilian IA for police departments

Honestly, why isn't there a civilian internal affairs that has authority?

Honest question as I think it would allow for more accountability to police force. Both internal affairs and it's civilian counter parts can either take an interest in a case or leave it for command to handle.

I honestly think there should be a civilian oversight for every branch of government.
