Best place to get quality but cheap seeds right now?

I want to throw together a seed store for next year's planting within the next 3 weeks. Considering the time frame, where do you suggest as one of the cheapest places to get them this time of year, and what would be the best way to store them?

This past weekend I checked around at some local hardware stores that usually have them and they were gone. Maybe a good online source?
