Probability of a Nuclear Attack after EMP

What are the chances of a nuclear warhead striking after your region gets hit by an EMP? A lot of the prep seems to assume that Faraday cages are sufficient to set you up for survival after EMP, but if a nuclear attack is coming, short of a bunker, what good is even a fallout shelter?

It seems like any adversary intent on launching an EMP would simply follow up with a nuclear attack.
