What to learn from Puerto Rico?

A friend of mine used to live there. Needs tarps placed over roofs to keep homes dry because wet drywall gets moldy and unlivable in just a few weeks. I bought some tarps, rope, nails.

Cash is king, but few people have any. No ATMs, long lines for everything. Medical care is hard to get, even at hospitals. Neighbors band together to prevent crime. Needs solar power, even to charge flash light batteries, and water filters. Lots of people are leaving.
