Some quick caveats. The initial claim that this is Californium-252 is probably incorrect. Also note that whatever it is, it's already in a powdered or granular form. This would make it readily usable in a dirty bomb. That's assuming all of those grains are actually material and not just a tiny amount of something radioactive mixed in with a lot of junk filler. So this might also be a con... meaning the individuals caught may be trying to dupe some buyer into paying $70M for a bunch of copper shavings with a few micrograms of actual radioactive material.
