feb. ebt paid out early, will fast spenders riot when..

I hear ebt will be paid out early for feb, if receivers spend it all too fast and fail to budget it through the months, won't they run out of food money way before the end of February and then start looking for other means to get what they need? I'm thinking there will be tons of people standing around wally world and grocery store parking lots wanting money. I hope to be stocked up enough that i wont have to get out much come about mid February.
