Listening to Emergency Communications POST SHTF

Hey guys,

I was wondering what type of radio I could get that would allow for the best overall ability to listen to emergency communications after some type of event. Whether it be nuclear, civil unrest, natural disasters, etc. I know different counties use different frequencies but, is there a radio or scanner that I could get that would be able to cover them all? Lets say I had to travel out of my area to another that used a different frequency, I'd want to be able to pick up their signals as well. I know nothing about this subject. I was told to buy a Whistler TRX-1 scanner or a Unication G5 pager. Im not sure which way to go but any advice or experience would be great.
